欧州理事会は、2月1日付けで、「非協力地域リスト」（EU list of non-cooperative jurisdictions)に基づき、有害優遇税制の早急な是正を求める内容の書簡（The EU list of non-cooperative jurisdictions for tax purposesーLetters seeking commitment on the replacement by some jurisdictions of harmful preferential tax regimes with measures of similar effect）を、 をバルバドス、ベリーズ、キュラソー、モーリシャス、セントルシア、セーシェルの4カ国・地域に送付しました。
